Former Telangana Chief Minister and Bharat Rastra Samiti (BRS) President K Chandrashekar Rao and former minister T Harish Rao have filed a petition in the High Court seeking to quash the report submitted by the Justice PC Ghose Commission on the Kaleshwaram Lift Irrigation Project.

The petition argued that the Commission lacked the jurisdiction to conduct the inquiry and that its findings are invalid. It also claimed that the Commission failed to consider the representations made by KCR and Harish Rao during the investigation. The case is currently under review by the High Court registry.

The Judicial Commission, headed by Justice PC Ghose, was constituted by the state government on March 14, 2024, to probe alleged irregularities in the planning and execution of the Kaleshwaram project. Over a period of 16 months, the Commission gathered evidence from a broad range of stakeholders, including former Chief Ministers, ministers, IAS officers, engineers, contractors, journalists, civil society groups, and citizens.

Key persons, including KCR, Harish Rao, and Malkajgiri MP Etela Rajender, who was Finance Minister in KCR’s cabinet, were questioned, and their responses were analysed before the Commission finalised its findings. The 665-page report was submitted to the government on July 31, 2025, and was subsequently approved by the state cabinet.

Chief Minister Revanth Reddy had earlier announced that the report would be tabled in the Legislative Assembly, ensuring that all political parties, including opposition leaders and former ministers, would have the opportunity to express their views freely. He also stated that a full discussion would be held before the government acts on the report.

The Commission’s report pointed to serious irregularities in the execution of the Kaleshwaram project. It found that many decisions were taken unilaterally by the leadership and later endorsed under pressure from officials. It also highlighted institutional bypassing, noting that decisions were often made in violation of established procedures due to interference from higher authorities.

The report further uncovered alleged financial mismanagement and technical flaws, particularly in the construction of the Medigadda, Annaram, and Sundilla barrages. It concluded that the project was guided more by individual discretion than by formal institutional processes.
