The federal agent who fatally shot a 37-year-old woman in Minneapolis on Wednesday has been identified as an Iraq war veteran who has served in the Border Patrol and US Immigration and Customs Enforcement for nearly 20 years, according to records obtained by news agency Associated Press.

Jonathan Ross has been working as an ICE deportation officer since 2015. Federal authorities have not publicly named the agent involved in the deadly shooting of Renee Good, a mother of three who was killed as she attempted to drive away from agents. However, Homeland Security Secretary Kristi Noem said the agent had previously been dragged by a vehicle during an arrest last year, and a DHS spokesperson confirmed she was referring to a June 2025 incident in Bloomington, Minnesota, involving Ross, the report mentioned.

Trump administration officials, including Noem, have defended the agent, describing him as highly trained and experienced. They say the shooting occurred after Ross believed Good was attempting to run over him or other agents. Video footage has raised questions about whether the use of deadly force was justified, and the FBI is investigating. The shooting has sparked protests, with demonstraters calling for criminal charges, while Minnesota authorities have also sought to review the case.

Ross Joined Border Patrol In 2007

AP reported that court testimony shows Ross deployed to Iraq with the Indiana Guard from 2004 to 2005, serving as a machine gunner on combat patrols. After returning to the US, he joined the Border Patrol in 2007 near El Paso, Texas, later working as a field intelligence agent focused on cartel and smuggling operations.

Since transferring to ICE in Minnesota, Ross has worked in fugitive operations, targeting high-priority suspects, and has served with the FBI’s Joint Terrorism Task Force. He has also been a firearms and active-shooter instructor and a member of SWAT.

Ross was seriously injured during the 2025 Bloomington arrest when a suspect fled in a vehicle, dragging him down the street. The suspect was later convicted of assaulting a federal officer.

Vice President JD Vance praised the unnamed agent, saying the ICE officer “deserves a debt of gratitude," while DHS officials declined to confirm Ross’ identity, citing safety concerns for him and his family.
