Pakistan President Asif Ali Zardari has urgently summoned a joint session of the Parliament on December 2, amid heightened national security concerns requiring Prime Minister Shehbaz Sharif to rush back to Islamabad late on Monday. 

The session will likely officially address crucial national policy matters, including Pakistan-Afghanistan relations, border operations, and broad security concerns in Balochistan and Khyber Pakhtunkhwa (KP) regions.

But, according to top intelligence sources, this is a tightly coordinated civil-military effort designed to swiftly establish a new command architecture. This coordinated push is aimed at securing parliamentary cover for the imminent imposition of governor’s rule in Khyber Pakhtunkhwa.

The sources said by integrating discussions about the change in KP administration with pressing issues like border management and international agreements, the government seeks to avoid political backlash and portray governor’s rule as unavoidable in terms of national security. Hence, coupled with Shehbaz Sharif’s return and imminent army chief-level notifications, this summons points toward a critical and coordinated effort, they said.

They said the official discussions may also revolve around specific internal policy matters on the agenda on how to deal with the Pakistan Tehreek-e-Insaf (PTI) in KP for broader peace goals. Other significant topics anticipated for discussion are agreements on Gaza force, United States minerals deal, PECA 2025, and issues like the Finance Commission, they added.

The tightly coordinated civil military push, the sources said, is intended for a new framework to be in place before any potential imposition of governor’s rule in KP. There is also a strong suggestion that a chief of defence forces notification is likely to be issued within 24 hours, they said.

Islamabad, they said, appears to be seeking institutional backing and parliamentary cover for its proposed actions. This legislative endorsement is necessary to avoid political backlash, particularly from the PTI, and mitigate international criticism regarding major policy decisions, they added.

The government is strategically linking the discussions about governor’s rule in KP to national security concerns like Afghan border management, Taliban engagement, and US minerals negotiations, in an effort to demonstrate urgency, the sources said. While the official agenda has not yet been announced, the rapid movements of top leadership underscore the gravity of the session, they added.
