Billionaire tech entrepreneur Elon Musk rejected allegations that his artificial intelligence system Grok generates illegal images of minors, even as countries moved to restrict access to the tool over concerns about obscene content.
Posting on X (formerly Twitter), Elon Musk said he was “not aware of any naked underage images generated by Grok" and insisted there were “literally zero". He argued that the AI system only produces images in response to user prompts and is designed to refuse requests that violate the law.
Elon Musk acknowledged that some users may attempt to exploit the system through so-called adversarial prompts but said such incidents are treated as technical bugs and addressed immediately.
“Grok doesn’t just create things on its own," he said, adding that safeguards are built into the system to prevent illegal output.
Despite Elon Musk’s assurances, Indonesia and Malaysia have become the first countries to restrict access to Grok. Indonesia’s Ministry of Communications and Digital Affairs announced a temporary ban, citing the risk of AI-generated fake pornographic content. The ministry said the move was aimed at protecting women, children and the wider public, and added that it had asked X for immediate clarification. Communications Minister Meutya Hafid said non-consensual deepfake sexual content posed a serious threat to human rights, personal dignity and national security in the digital space.
Malaysia followed with similar action as the country’s Communications and Multimedia Commission said it was limiting access to Grok until effective safeguards are implemented. Notices were issued to X Corp. and xAI but regulators said the responses did not adequately address the underlying risks posed by the tool.
The restrictions come after xAI moved last week to limit Grok’s image-generation features on X, following widespread criticism that the system had produced obscene images of women and children. Under the revised policy, only paid subscribers are allowed to generate and edit images. Previously, the feature was available to all users for free, subject to daily usage limits.
