Ukrainian President Volodymyr Zelenskyy, French President Emmanuel Macron and British Prime Minister Keir Starmer have signed a declaration of intent on the deployment of a multinational force in Ukraine after the war. The document was signed on January 6 during a summit in Paris.
The meeting brought together European leaders and US envoys to discuss long-term security guarantees for Ukraine.
British Prime Minister Keir Starmer said the United Kingdom and France have agreed to deploy troops in Ukraine if a peace deal is reached with Russia.
This comes as the western leaders step up efforts to secure Ukraine after the war and deter any future Russian aggression.
The summit was held under the Coalition of the Willing framework. Leaders agreed on what they described as robust and legally binding guarantees to protect Ukraine once a ceasefire is in place.
The talks are part of renewed efforts by Washington to help broker a peace deal between Kyiv and Moscow.
What we know about the plan?
The declaration outlines five main components. These include a multinational force to help strengthen Ukraine’s Armed Forces and support security in the air, at sea and on land. It also includes US-led monitoring of a ceasefire, continued military support for Ukraine, binding commitments to assist Kyiv in case of future Russian attacks, and long-term defence cooperation.
In a message on social media, Zelensky said plans for the multinational force cover deployment, troop numbers, types of weapons and the armed units needed to operate effectively. He said Coalition partners understand what each country is prepared to contribute.
Zelensky thanked leaders and states that wish to support a peaceful solution.
Role of the United States
Zelensky said discussions with the US focused heavily on monitoring to ensure any peace agreement is upheld. He said the United States is ready to take part in this process.
He stressed that deterrence would be a key element to prevent any new Russian aggression.
Partners also agreed to set up a coordination cell involving the US, Ukraine and Coalition members at the Coalition Operational Headquarters in Paris.
Macron said the force could be deployed as soon as one day after a ceasefire is reached.
Uncertainty over Russia’s response
Officials have previously discussed a force of between 15,000 and 30,000 troops. However, it remains unclear whether Russia will accept any agreement reached between Ukraine, the US and Europe.
Moscow has opposed Western troops in Ukraine and continues to demand that Ukraine drop its NATO ambitions and hand over the entire Donbas region.
Further talks planned
US Special Envoy Steve Witkoff said the Paris talks made significant progress and confirmed that more discussions will take place on January 7. Zelensky said American and Ukrainian teams will continue working on security guarantees and a basic framework to end the war.
The discussions follow Zelensky’s recent meeting with US President Donald Trump, who has said peace talks are in their final stages.
