Estimates suggest that only between 4,00,000-10,00,000 people in the entire country earn more than 3 lakh Pakistani rupees a month

Rs 1 is worth roughly 3 Pakistani rupees. Using that equivalence, an income of 3 lakh Pakistani rupees a month is broadly similar to Rs 1 lakh in India. This benchmark helps compare how many people in Pakistan fall into a relatively high-earning bracket.
Despite a national population of about 25 crore, only a very small share of Pakistanis earn at this level. According to data from the Federal Board of Revenue (FBR) as of October 2025, Pakistan has around 59 lakh registered taxpayers. However, estimates suggest that only between 4,00,000-10,00,000 people in the entire country earn more than 3 lakh Pakistani rupees a month. That works out to roughly 0.2-0.4% of the total population.
Experts say the real proportion may be higher, but income concealment remains widespread. Many large business owners and landholders reportedly under-declare earnings, which keeps the recorded high-income population artificially low.
The inequality gap remains stark. The World Inequality Database’s 2025 report states that the richest 1% of Pakistanis take home 24% of the national income. By contrast, the bottom 50% of the population collectively receive just 15%.
Government survey data further underline the divide. The Pakistan Bureau of Statistics puts the average monthly salary at about 39,000 Pakistani rupees. By that measure, someone earning 3 lakh rupees a month makes nearly 8 times the income of an average Pakistani worker.
High earners are typically concentrated in a few sectors. Senior IT professionals such as software architects, top specialist doctors and surgeons, corporate chiefs, senior bankers and executives at multinational firms are among those most likely to fall into the three-lakh-plus bracket.
Meanwhile, ordinary households continue to face severe pressure from inflation, which has been running above 25%. The World Inequality Report warns that Pakistan will struggle to narrow the wealth gap unless a larger share of the informal economy is brought within the tax net and accurately recorded.
