Pakistan’s military under Field Marshal Asim Munir is pursuing an aggressive defence and strategic outreach across the Muslim world, exploring military partnerships, arms procurement and broader security cooperation, with several countries, according to top security sources familiar with recent in-camera briefings.

Sources describe the approach as a new doctrine of “defence diplomacy," with Pakistan positioning itself as a reliable military supplier and strategic partner for Muslim-majority nations facing regional uncertainty. This outreach has reportedly intensified after Pakistan and Saudi Arabia sealed a strategic mutual defence understanding, which, according to sources, significantly altered the regional balance of power in the Middle East.

Top security sources further suggest that Pakistan’s strategic value to key Muslim nations is not limited to conventional arms alone. Islamabad’s status as the only nuclear-armed Muslim country has emerged as a critical factor in recent defence outreach. While no formal nuclear sharing or transfer is claimed, sources describe Pakistan’s role as providing an implicit nuclear deterrence umbrella and strategic reassurance to friendly states facing potential threats, particularly from Israel. This perceived “strategic cover," sources say, has significantly strengthened Pakistan’s bargaining position and reshaped regional security calculations.

Top security sources claim Saudi Arabia had access to advanced intelligence assessments indicating rising instability across Yemen, Israel-Palestine, and parts of North and East Africa including Libya, Sudan, Somalia and Somaliland, alongside concerns over emerging Saudi-UAE frictions. These assessments allegedly prompted Riyadh to formalise deeper military coordination with Islamabad at an early stage.

Following this agreement, Turkey, Bangladesh and several other Muslim nations have shown interest in similar defence and strategic arrangements with Pakistan, sources said. Pakistan’s Deputy Prime Minister Ishaq Dar reportedly informed journalists during an in-camera briefing that around eight Muslim countries have formally or informally explored defence partnerships with Islamabad.

According to top security sources, Turkey, Azerbaijan, Bangladesh, Libya, Sudan, Jordan, Egypt and others are assessing procurement of Pakistani military hardware and training support. Pakistan has allegedly secured defence export orders worth approximately $8 billion in the current fiscal year 2025–26, with ambitions to reach $20 billion over the next three to five years.

Among the major deals cited by sources is a $3.7 billion package involving weaponry and JF-17 Thunder fighter jets with Saudi Arabia, a $4.6 billion agreement with Azerbaijan for 40 JF-17 aircraft currently under delivery, and a $1.25–1.4 billion arms deal with Libya routed through UAE banking channels. Sudan has also reportedly signed a $1.1 billion weapons agreement, while Bangladesh is said to be close to finalising a $1 billion defence deal.

The proposed exports include JF-17 Thunder jets, Karakoram-8 aircraft, attack helicopters, surveillance and kamikaze drones, air defence systems, radars, rockets, missiles, armoured platforms and naval weaponry. Sources claim Saudi Arabia is now actively encouraging friendly regimes to procure Pakistani arms and training.

Field Marshal Asim Munir, sources said, is personally driving this strategy, engaging with Saudi Arabia, Turkey, Iran, Qatar, Bangladesh and select African states.
