Satellite imagery reveals a significant expansion of JeM's Bahawalpur complex since 2022, now covering 18 acres with new mosques, hostels, and fortified security posts

Pakistani terror group Jaish-e-Mohammed’s Subhan Allah Complex in Bahawalpur serves as the outfit’s primary base for recruitment, indoctrination, and fundraising, top Indian intelligence sources have told CNN-News18. Satellite imagery reveals a significant expansion of the complex since 2022, now encompassing 18 acres with new mosques, hostels, and fortified security posts. This sprawling complex is situated a mere 6 km from the Bahawalpur Army Cantonment and 10 km from an air force station, highlighting its strategic location.
JeM’s founder, Masood Azhar, and his brother, Abdul Rauf Asghar (the group’s operations chief), have a history of operating from Bahawalpur, said sources. Both the 2019 Pulwama attack, which resulted in the deaths of 40 Indian security personnel, and the 2001 Indian Parliament siege were orchestrated from this city.
According to the sources, beyond Bahawalpur, JeM manages madrassas and training camps in Rawalpindi and Karachi, concealed behind front organisations such as the Al-Rehmat Trust. Actual terror training takes place in remote facilities affiliated with these organisations, shielded from public scrutiny. The group utilises charities like Al-Akhtar Trust in cities like Lahore to mask its recruitment and funding activities.
JeM also operates camps near Muzaffarabad and Rawalakote, specifically training terrorists for infiltration into Jammu & Kashmir, said sources. The group coordinates with the Taliban and al-Qaeda in Afghanistan, and following 2008, shifted its focus to target US forces, establishing a significant base in Nangarhar.
