Republican Congresswoman Marjorie Taylor Greene has announced plans to introduce a bill aimed at phasing out the United States’ H-1B visa programme, a move that could have significant consequences for Indian professionals who are its largest beneficiaries.
The announcement comes just days after President Donald Trump defended the programme, arguing that the US lacks sufficient skilled workers in key sectors.
What Greene said?
In her statement on X, Greene accused major American industries, including Big Tech, artificial intelligence companies, and hospitals, of misusing the H-1B system to the detriment of domestic workers.
“Big Tech, AI giants, hospitals, and industries across the board have abused the H-1B system to cut out our own people," she wrote. Claiming the bill would “put Americans first", Greene said she had “full faith in the American people" and intended to prioritise American labour across all sectors.
Her proposed legislation seeks to abolish the programme entirely, asserting that US technology, healthcare, engineering, and manufacturing industries have become dependent on imported talent at the expense of local workers.
“My bill ELIMINATES the corrupt H-1B programme and puts AMERICANS FIRST again," she declared, framing the move as essential to protecting the “American Dream" for the next generation.
The bill includes a single exemption: the issuance of 10,000 visas annually for medical professionals such as doctors and nurses. Even this will be phased out over ten years, Greene said, to allow time for developing a “domestic pipeline" of American physicians.
More than 70% of H-1B visas currently go to Indian nationals, who represent the backbone of the programme’s specialised technology and engineering workforce. The proposed legislation is therefore seen as a potential blow to thousands of Indian professionals seeking long-term employment and residency in the United States.
Greene’s move stands in striking contrast to Donald Trump’s recent remarks offering rare support for the H-1B route. In an interview with Fox News, Trump argued that the US does not possess the necessary domestic talent for certain high-skill roles, especially in technology and defence.
Trump’s U-turn on H-1B visa
When questioned whether the H-1B programme suppresses American wages, Trump acknowledged the concern but insisted that specialised talent still had to be brought in.
“You do also have to bring in talent," he said. When the interviewer insisted that America had “plenty of talented workers", Trump retorted, “No, you don’t… You don’t have certain talents. People have to learn. You can’t take people off an unemployment line and say, ‘I’m going to put you into a factory where we’re going to make missiles’."
Greene’s bill, if introduced, will feed into an intensifying debate in Congress over immigration and skilled labour pathways. The future of the H-1B programme, a key route to US employment and, eventually, a Green Card, is likely to remain a contentious political battleground in the months ahead.
